Sell2Wales is the Welsh national eProcurement portal, for Welsh public sector organisations to publish their tender and contract opportunities. Both public Notices and invitation-only Notices (Quick Quotes) are advertised by Buying organisations through the website.

The website acts as both an information source and procurement portal, set up by the Welsh Government. All Welsh public sector organisations are actively encouraged to use the website as their main tool for advertising contract notices. Prime contractors on public contracts are also encouraged to use the website to publish their sub-contract opportunities.

Objectives

In 2012, the Welsh Government undertook a procurement exercise with a set of clear objectives. The idea was to stimulate and maintain growth in Wales, with a website designed to help business win contracts within the Welsh public sector.

Public sector buyers would be given the opportunity to advertise and manage tender opportunities, while businesses could promote their services and easily find contract opportunities.

How Proactis helped

Working closely with the Welsh Government, Proactis built upon the existing functionality used in its myTenders publishing service portalto provide a solution that helps to standardise tendering and contracting processes into one online system for both purchasers in the public sector and private sector suppliers.

All Welsh public sector opportunities can be advertised in one location. In addition to contract opportunities in Wales, all Official Journal of the European Union (OJEU) notices published in the OJEU for work to be carried out in the UK are uploaded and published on Sell2Wales.

The Proactis functionality enables authorities to conduct request for quotation exercises for all types of procurement, no matter the value. Low value procurements are handled seamlessly with the "Quick Quotes" function.

Benefits

The whole process is continually building stronger communication between buyers and suppliers. Each year, billions of pounds worth of contracts for public sector goods and services are advertised through the Sell2Wales site – including the Welsh Government, local authorities, NHS Trusts, colleges and universities.

Prime contractors can advertise sub-contract opportunities, meaning they can encourage competition and best value in their supply chains. Additionally suppliers who are not in a position to bid directly, but who are capable of delivering work, products or services to the project, can become part of prime contractor supply chains.

Proactis’ portal simplifies the creation and management of the tender documentation required by EU and UK regulations. EU legislation means that contracting authorities must adhere to transparent, non-discriminatory and proportional principles when purchasing goods and services. The ESPD functionality allows suppliers to respond to ESPD requests from buyers and securely store business data for use in ESPD responses.
